Display Energy Certificates (DECs) for Public Buildings
Stroma - the first company to lodge a live commercial Energy Performance Certificate (EPC) and Display Energy Certificate (DEC) in the UK – has a fully employed team of experienced and accredited energy assessors ideally placed to deliver compliance with the new regulations introduced as part of the EPBD (Energy Performance of Buildings Directive). From October 1st 2008, all public sector buildings with a total useful floor area of 1,000 m2 or more are required by law to have a DEC displayed in a place clearly visible to the public.
A Display Energy Certificate (DEC) provides an overview of the annual energy consumption of a building based on data obtained from the gas, electricity and water meters. The certificate is accompanied by a mandatory advisory report which outlines potential measures for improving the energy performance of the building. The certificate must be replaced every year and a new advisory report generated every 7 years.
At present Display Energy Certificates are only required for buildings occupied by a public authority or an institution providing a public service to a large number of persons. However, the Government has announced its intention to review in the future whether this regulation should be extended to include private sector buildings occupied by commercial organisations and visited frequently by members of the public.
Stroma can conduct the energy assessment required for compliance with this new regulation. One of our energy assessors visits site to perform a survey – including a measurement of the property’s footprint which is required for the calculations and an assessment of the overall energy consumption of the building in operation. We then use the data obtained to generate the DEC, produce the accompanying advisory report and lodge the certificate.
