Existing Domestic Properties (DEA) Scheme
It is the role of the DEA (Domestic Energy Assessor) to produce EPCs (Energy Performance Certificates) for existing properties, for inclusion within HIPs (Home Information Packs). EPCs are generated by inputing information gathered at the property into an accredited RDSAP (Reduced Data Standard Assessment Procedure) program.
The data must be collected in person at the property in question by the DEA to ensure that the information gathered is accurate and recorded to the required assessment standards. This role does require a degree of physical mobility, as DEAs must inspect loft insulation, cavity wall insulation, etc, as well as take measurements in a variety of situations on site, which can include restricted or elevated locations.
With the introduction of the EPC as a mandatory requirement, the 1.5 million homes annually placed onto the market will lead to a demand for between 3000 to 4000 DEAs, further increasing in 2008, when both private and social rented accommodation will also require EPC certification. There is a potential for excellent earnings for a qualified DEA. Stroma offer DEA training courses across the UK and Northern Ireland, we are City and Guilds regiested to provide you with the best possible service in your new career path.
The work will be generated by various client groups. To begin with, EPCs will be commissioned by Estate Agents, Home Information Pack Providers and private vendors. In due course, when social and private rented properties also require EPCs, local authorities, registered social landlords and private landlords will also be commissioning work.

Training
City and Guilds Level 3 Diploma for Domestic Energy Assessors
Course Content
The course consists of five compulsory tasks designed to assess competence at conducting domestic energy assessments.
Task 001: Outline, agree and confirm terms, conditions and arrangements for carrying out an Energy Performance Assessment and providing an Energy Performance Certificate.
Energy Performance Certificates are legal documents and as such, the assessor must be able to understand the legal background of EPCs. Furthermore, assessment will be based on contracts with customers, so understanding this aspect of energy assessment is essential.
For this part of the course, the candidate is required to complete five subtasks. These cover areas such as time management, customer service and setting up or declining contracts.
Task 002: Investigate relevant matters relating to the property
This part of the course assesses a candidate's ability to research a property using publicly available records and data regarding a property and its surroundings. The candidate is also assessed on the application of this knowledge, in addition to further assessment on legal knowledge pertaining to issuing EPCs.
Assessment is based on the completion of three subtasks.
Task 003: Identify representative properties for inspection in appropriate circumstances.
This sector focuses on the ability to recognise properties that can be used as a representative sample for the purposes of assessing energy performance and the correct use of sample properties. In addition to this, a candidate's ability to request appropriate from site managers and how to act if insufficient information is given is also assessed.
Task 003 consists of four subtasks.
Task 004: Collect and collate information for the assessment of energy efficiency
Candidates will be assessed on their ability to prepare for and carry out energy assessments. This sector consists of six subtasks which cover preparing equipment and resources, correctly identifying oneself at an inspection, familiarity with assessment protocol, the production of legible and complete site notes and knowledge of how certain issues can affect EPCs. Candidates are also expected to know when it is not possible to complete an assessment.
Task 005: Produce and maintain complete, comprehensive and accessible records, issue Energy Performance Certificates and explain their contents
The final module assesses competence in all aspects of energy assessment and consists of five subtasks.

Domestic Energy Assessment RdSAP Software

Here at Stroma, we have produced our own easy-to-use RdSAP software. It enables our energy assessors to produce the calculations needed to generate the EPC by completing a simple survey. It not only diagnoses recommendations to improve the energy efficiency rating obtained, it provides an estimated cost of implementing them. Moreover, assessors can access and review the data uploaded at any time. This software package is available free of charge for all our accredited domestic energy assessors.
